On November 16, 2025, Officer Bachman of the Blaine Police Department responded to an ALPR notification that the registered owner of a motor vehicle traveling nearby had a driver's license with a status of revoked. The officer located the suspect vehicle in the area of Central Avenue and 99th Avenue Northeast in the city of Blaine, County of Anoka, State of Minnesota. The officer initiated a traffic stop and later fully identified the driver to be the registered owner, QUOC THANH TRAN [DOB REDACTED], "Defendant" herein.
When initially asked for his license, Defendant provided a DVS invalidated license belonging to Brandon Quang Chung [DOB REDACTED]. When asked for the renewal papers, Defendant was unable to provide them. When asked clarifying questions about age and birthdate, Defendant took an abnormally long time to answer and provided different birth years and dates to the officer. The officer again asked Defendant to identify himself and had him write down his name and date of birth on his notebook, and he again identified himself as Brandon Quang Chung.
Defendant eventually admitted his true identity and admitted he knew that his driver's license had a status of revoked, so he had given his brother's name and date of birth to the officer.
