On November 17, 2025, Woodbury Police Department Officer Linder was dispatched to a call on Pheasant Run Road in Woodbury, Washington County, Minnesota, regarding a theft from a motor vehicle and financial transaction card fraud. The complainant advised that he discovered that his wallet had been taken from his car which was parked outside of the residence, a home at which he was working. Upon his arrival at the residence, Officer Linder spoke with the complainant, identified as O. G. [DOB REDACTED]. O. G. Reported that, between 1200 and 1230 hours on that day, his wallet was taken from his Chevy Equinox while it was unlocked, and parked in front of the address.
O. G.'s wallet contained $3,000.00 in cash, a U. S. Bank credit card, ending in -2748 (belonging to O. G.) and a Capital One credit card, ending in -6692 that belonged to J. P. L., O. G's wife. O. G. Later learned that the U. S. Bank credit card was used at Walgreen's (located on Queens Drive in Woodbury) on November 17, for a purchase totaling $460.27. On November 18, 2025, O. G. Provided Officer Linder with Ring video camera from a neighboring house, that captured an Amazon truck delivering a package at the neighbor's address that day at 1228 hours.
The video shows, as the Amazon truck is leaving after delivering the package, a smaller black sedan drive past, turn around, and park in front of the address. A person wearing black shoes, pants and a gray sweatshirt with a hood exits the sedan and goes to the trunk of O. G.'s car. The video ends as the person is at the trunk. On November 21, 2025, investigators obtained, via search warrant, video from the Amazon truck. The Amazon video captures that the black vehicle in front of O. G.'s house is a black Audi sedan with MN license plate ***878. Investigators were also able to obtain surveillance footage from the transaction that occurred inside of the Walgreen's on November 17, with O. G.'s credit card.
The transaction occurred at 1243 hours, and it captured a suspect purchasing a $500 Mastercard gift card. O. G.'s card was used for part of that purchase, totaling $460.27. The suspect was wearing a mask, but otherwise matched the description of the person seen on the video at the trunk of O. G.'s car shortly before the purchase was made. A crime analyst was able to obtain information from the $500 gift card that was purchased at Walgreen's, and the data showed that the card was purchased and activated on November 17, at 1243 hours.
At 1252 hours, a phone number ending in -2490 called a number associated with the card, to make an inquiry. That phone number came back to JAKARI JOHN SWARN [DOB REDACTED], from a Maplewood Police Department report, dated September 26, 2025. The Maplewood Police report involved a theft from a vehicle that also ultimately resulted in a financial transaction card fraud. Swarn was listed as an offender in that report, and the Maplewood detective in that case, spoke with Swarn's mother, J. T. The report stated that Swarn lived with J. T. In North St. Paul.
