On April 10, 2026, at 10:00 A.M. Deputy Cassidy and Deputy Brown were dispatched to [address omitted] in Otsego, Wright County, Minnesota, on a report of Samuel Miles Valley, [DOB redacted], defendant herein, having a mental health issue. The deputies spoke with staff who sad the defendant had been upset earlier. Deputy Brown spoke with the defendant’s mother who asked that the defendant be transported to the hospital. The deputies advised the defendant that his mother wanted him to be transported to the hospital which angered him.
The defendant yelled at Deputy Brown, flexed his body, and picked up a dining room chair. The defendant rushed at Deputy Brown with the chair raised in the air and swung it at Deputy Brown. Deputy Brown used another chair to block the defendant from hitting him with the chair. Deputy Brown told the defendant he was under arrest and pushed him against the wall to control his body. The defendant headbutted Deputy Brown on the head. Deputy Brown was able to handcuff the defendant after taking him to the ground.
During the incident with the defendant, Deputy Brown sustained demonstrable injuries consisting of an immediate headache, bruises and cuts on his right hand, a cut on his left arm, and abrasions on his right arm. While taking the defendant to the squad car, he had an outburst and kicked the front passenger side fender on deputy Brown’s squad car causing substantial damage in an amount estimated to be over $1,000. After seating the defendant in the back seat of the squad car, the defendant spit on Deputy Cassidy’s face.
