On February 3 through 6, 2026, the city of Bloomington conducted a multijurisdictional Sex Trafficking Adult Demand Suppression operation in which the purpose was to identify individuals who would offer to engage in prostitution with females over the age of 18. Decoy advertisements were placed in Megapersonals.com, a known site for commercial prostitution, in which a decoy officer posted a phone number for “bookings” in Minneapolis, Edina, and Bloomington. After posting the decoy advertisement, text messages and telephone calls began to come in, inquiring about sexual services provided.
Officers were assigned to chat with the callers, and each caller was given a unique three-digit code word. If the individual was interested in purchasing sex from the decoy, they would be directed to the staging location located at France Ave. S. And American Blvd. W, in the city of Bloomington, in Hennepin County, in the state of Minnesota. They would then be directed to a hotel location in Bloomington, where the arrest team would detain them. On February 3, 2026, a caller assigned code XUZ, later identified as SEAN LEE BOYER, [DOB REDACTED], hereinafter Defendant, texted the decoy number.
Defendant offered the decoy $80 for sex. Defendant then went to the location and placed Defendant under arrest. During a search of Defendant, officers located $80 in cash in his pocket. Officers were able to confirm Defendant’s identify by texting back a confirmation text from his phone, which matched the phone number assigned to the XUZ chat. Defendant has a prior conviction in the past 10 years for violation of Minn. Stat. § 609.324, dated 6/21/2018 (Court File # ••-CR-••-••••). Defendant also has a second conviction under this section outside the 10- year lookback period, dated 3/22/2013. Defendant is in custody.
