Probable Cause
On March 2, 2026, an undercover officer (UC) from The East Metro Human Trafficking Task Force set up an account on the KIK messaging application. KIK is a free application that allows users to communicate though usernames rather than phone numbers. The account was designed to depict a 15 year old female. On March 2, 2026, a person with the username HungCracker messaged the account and asked for the UCs information. The UC stated that she was a 15-year-old female. Shortly after, the individual started talking about his sexual fantasies and his desire to masturbate with a pair of the UC underwear.
The conversation escalated quickly and was detailed. The conversation later included oral and anal intercourse. The individual on more than one occasion acknowledged the UC's age of 15 years. The individual provided an address that returned to WILLIAM MURLE LUCK, [DOB REDACTED]. On March 13, 2026, a meeting was set up between Luck and the UC at a restaurant in Forest Lake, Washington County, Minnesota. The meeting was organized using a text message with a phone number ending in 0102. Luck sent information about his car, including the license plate number.
At around 4 pm a car with the license plate Luck provided pulled into the restaurant. Luck was taken into custody. Officers seized Luck's phone and confirmed it was the phone used in the text communcation. Luck is in custody.
