On or about December 1, 2025, at approximately 7:00 AM, officers of the Bayport Police Department monitored a construction property at [ADDRESS REDACTED], City of Bayport, Washington County, Minnesota. Officers were advised that the property owner, DAVID ALBERT KRENGEL, [DOB REDACTED], the Defendant herein, had made attempts to obstruct the removal of waste and debris on the listed property and was issued a court order preventing further involvement. The order states any interference would result in arrest for Obstruct Legal Process.
At approximately 8:39 AM, officers observed Defendant walking across the street. Officers stopped him and advised him he was not to interfere or he would be arrested. Defendant began walking away toward a vehicle parked on the property, attempting to open the driver's door with a key in his pocket. Officers note the last time he interfered with garbage removal, he drove his vehicle into the work site and became verbally aggressive. To prevent Defendant from accessing his vehicle, the officer grabbed his arm and attempted to put it behind his back.
Defendant resisted and pulled his arm away. Another officer arrived and assisted with handcuffing Defendant. Defendant was booked into Washington County Jail. The State is requesting that a condition of release be an order to stay away from one of the addresses at issue: 2 point road, parcels 0202920310003 and 0202920310005 Defendant's residence is 18 point road, directly across the street. All waste removal for 18 point road is expected to be done at noon today and work will begin on 2 point road and there is a concern Defendant will continue to try to interfere.
