Over the last 1.5 years, members of the Ramsey County Violent Crime Enforcement Team (VCET) participated in a drug trafficking organization (DTO) operating in the United States. Investigation included pole camera video from February 2025, which identified a suspected load vehicle, a silver 2004 Jeep Grand Cherokee, MN RFB 235. Surveillance established that this vehicle parked nightly at [ADDRESS REDACTED] N, St. Paul, Ramsey County. The Jeep registers to Rosario Salas Fierro, [DOB REDACTED]. Investigation revealed that Rosario Salas Fierro also drives a black 2011 Infiniti EX35, MN HNK 394. Investigation showed that Rosario Salas Fierro resided at 216 Oxford for many months with his brother, Jose Cesar Salas Fierro, [DOB REDACTED]. Rosario Salas Fierro currently resides at an apartment in West St. Paul but would stop at 216 Oxford on most weekdays to pick up Jose Cesar Salas Fierro, who still resides at the Oxford address.
Investigators worked with a confidential informant (CI) with direct knowledge of the workings of this DTO. The CI reported that in February 2025 two males delivered a very large amount of methamphetamine to the residence in St. Paul. In early December 2025 investigators learned that that large shipment of methamphetamine was expected to be delivered from the DTO and that the same two males would be involved in receiving and delivering the methamphetamine. On December 4, 2025, at 9:35 P.M., pole camera video showed the 2011 Infiniti pull into the alley and park near 216 Oxford.
A silver 2001 Volvo S80, MN GSL 601, registered to Grayson Joseph Madrigal, [DOB REDACTED], pulled in immediately behind the Infiniti. The driver of the Infiniti grabbed a large suitcase from the trunk of the Volvo and walked up the backyard sidewalk to the back of 216 Oxford. The driver of the Volvo carried a medium sized duffle bag into the backyard of 216 Oxford. At 9:36 P.M., the 2004 Jeep Cherokee parked in the alley and the driver exited. At 9:38 P.M., all three individuals walked out of the backyard at 216 Oxford and head back to the three vehicles.
The Volvo and the Infiniti left the residence. The Jeep remained parked behind the house. Investigators obtained a search warrant to search 216 Oxford and the three vehicles. On December 5, 2025, at approximately 1:55 P.M., law enforcement officers executed the search warrant at the address. Nobody answered the knocks at the door. Officers breached the door. Officers located the large suitcase and the medium-sized bag outside the bedroom identified as Jose Cesar Salas Fierro’s bedroom. The large suitcase contained 70 bags of approximately a pound each of a substance that field tested positive for methamphetamine.
The medium bag contained 30 bags of approximately a pound each containing a substance that field tested positive for methamphetamine. At approximately 4:30 P.M., officers located the Infiniti at a job site in Minneapolis. They followed the vehicle to approximately three blocks from 216 Oxford and stopped the vehicle with a marked squad car. Rosario Salas Fierro was driving. Jose Cesar Salas Fierro was the passenger. In a post-Miranda interview, Rosario Salas Fierro admitted that he used to live at 216 Oxford with his brother.
