The Complainant having reviewed the applicable reports believes the following facts to be true: On or about July 29, 2025, at approximately 0144 hours, a trooper with Minnesota State Patrol observed a vehicle (ND plate 751HEP) traveling at high rate of speed westbound I-94 near Snelling Avenue, in the City of Saint Paul, Ramsey County. The vehicle was pulled over near that location. The trooper spoke with the driver, who was identified as Christian Nguekeu TIOMO, [DOB REDACTED], MN DL # C000175359300, Defendant herein.
The trooper observed bloodshot eyes and could smell a strong alcohol beverage emitting from the vehicle. Defendant claimed he last drank alcohol six hours ago. The trooper instructed Defendant to exit the vehicle, but Defendant refused, and instead began brushing his teeth with a toothbrush. He then used mouthwash to rinse his mouth. Due to Defendant's failing to comply with instructions, the trooper had to remove him from the vehicle and handcuff him. A strong odor of alcoholic beverage was still emitting from Defendant as he stood near the squad vehicle, swaying back and forth while he verbally insulting troopers and was generally uncooperative.
Troopers also observed multiple empty wine bottles in the backseat of his vehicle. Standard field sobriety tests could not be conducted and he was placed under arrest. At the Ramsey County LEC, troopers attempted to read to Defendant a rights advisory, but he was talking and yelling over them. Defendant eventually refused to submit to a breath test, giving no reason other than insults.
