On October 16, 2025, St. Louis Park Police Department were notified of a fraud report. Victim [NAME REDACTED] was out of the country from September 24 to October 10, 2025. When he returned, he noticed several fraudulent transactions on his credit card. Victim [NAME REDACTED] had his credit card with him on his trip. Victim did not authorize anyone to complete the following transactions: Fraudulent Charges on 10/07/2025: - Costco, $17.99, 5801 W 16th St, St. Louis Park - Starbucks, $26.00, [ADDRESS REDACTED], St. Paul, 55102 - Starbucks, $26.00, Bloomington - Pandora SRL, $92.00, unknown location Fraudulent Charges on 10/08/2025: - Costco, $868.19, 5801 W 16th St, St. Louis Park, 55426 - Costco, $810.97, [ADDRESS REDACTED], Woodbury, 55125 Fraudulent Charges on 10/09/2025: - RF Moeller, $17,934.61, [ADDRESS REDACTED] S, Edina, 55410, attempted transaction Staff at RF Moeller stated that a younger Asian male attempted to purchase jewelry.
Staff stated the suspect attempted to pay by using tap to pay, but the card declined. Staff advised when the card declined the suspect called someone. Staff provided police still photographs of the suspect. St. Louis Park Costco provided law enforcement the receipt and surveillance footage from the transaction on October 8, 2025. Law enforcement observed that on October 8, 2025, at approximately 4:38 P.M., Suspect arrived at Costco in a white, Envista with TX plates XDK. Suspect went to customer service desk.
He purchased a gold star membership and an iPad via tap to pay using Victim’s card. Suspect later is seen driving out of the lot. The vehicle registered to Ace car rental. Car rental staff stated that the individual who rented the vehicle was Saiweng Lee [DOB REDACTED], Defendant hereinafter. Defendant rented the vehicle on 10/07/2025 at approximately 2:18 P.M. Defendant is wearing the same clothing as seen at Costco and RF Moeller. Defendant’s driver’s license photo also matched the suspect. Flight records show Defendant arrived in Minnesota on October 7, 2025, and departed Minnesota on October 16, 2025.
