On October 13, 2025, at 1400 hours, St. Paul police officers responded to Discount Liquor, [ADDRESS REDACTED], St. Paul, Ramsey County, on a report of credit card fraud. CS, [DOB REDACTED], reported that her purse was stolen from her vehicle on Harriet Island. She received a fraud alert that her credit card was being used at Discount Liquor. She drove there and discovered that the suspect was still present. Officers identified the suspect as Falarr Dell Jackson, [DOB REDACTED]. A witness stated that Jackson had just thrown some credit cards away in the trash.
Officers recovered CS’s credit cards. Jackson told police that he had just used one of his “business associates” credit cards. Liquor store employees confirmed that Jackson had attempted to buy a $100 bottle of liquor and the card was declined. Investigation revealed that Jackson also attempted a $384.55 transaction at Target, [ADDRESS REDACTED], St. Paul.
