Probable Cause
On 02-20-2026, law enforcement took JERRY GUEVARA [DOB REDACTED], Defendant herein, into custody on an unrelated police matter. During the booking process, law enforcement reviewed BCA records for Minnesota Predatory Offenders. Law enforcement learned Defendant is a risk level 1 offender, who is non-compliant with his predatory offender registration requirement. Defendant is required to register following a 2017 conviction for Criminal Sexual Conduct in the Third Degree. This conviction requires Defendant to Register as a Predatory Offender in the State of Minnesota.
On 1/16/2018 and 2/5/2025, Defendant signed his Predatory Offender packet. Defendant also initialed all 27 points of the packet that explained his requirement to register. Bullet point number 14 specifically states Defendant must check in with law enforcement once a week in the event he does not have a permanent address. Defendant is homeless and has no fixed address. Records showed Defendant checked in with the Minneapolis Police Department Predatory Offender Office every week in December 2024. However, Defendant stopped registering from December 2025 to February 2026. In a post-Miranda interview, Defendant acknowledged he knew he still needed to register.
Defendant is not in custody. The State is requesting a warrant because Defendant has not checked in with law enforcement as required.
