On October 3, 2025 at approximately 7:33 P.M., Witness 1 (an adult male) called dispatch regarding a driving complaint on 1st Avenue SW near Dominos, Witness 1 was driving and following a 2010 maroon Chevrolet Traverse, MN license plate [PLATE REDACTED]. Witness 1 followed the vehicle to a residence on 19" Street NE where he observed a passenger exit the vehicle. The Traverse then continued traveling, eventually heading west on Oakland Avenue East. Austin Police Department Officer Brady Johnson responded to the location, observed Witness 1 driving behind the vehicle, and had dispatch advise Witness 1 to pull to the side of the road so he could get behind the Traverse.
Witness 1 did so, and Officer Johnson confirmed it was the vehicle reported by Witness 1, which dispatch advised was registered to GEORGE ABDALLA MOUSSA, [DOB REDACTED], hereinafter the defendant. As Officer Johnson followed the Traverse, he observed it drift over the center line followed by the brakes being applied without being near a stop sign. The vehicle drifted over the center line again, and then Officer Johnson observed the right blinker turn on as the vehicle approached the stop sign located at Oakland Avenue East and Oakland Place Southeast.
Just before the vehicle came to a complete stop, the right blinker turned off and the left blinker was turned on. As the vehicle departed the intersection, it weaved within its lane and continued to do so, and Officer Johnson decided to conduct a traffic stop. Officer Johnson initiated his emergency lights and stopped the Traverse in the 100 block of 2"¢ Street Southeast. He contacted the defendant, who was the driver and sole occupant, and identified him by his Minnesota driver's license. He informed the defendant of the reason for the stop, and Officer Johnson could smell a strong scent of cologne.
Officer Johnson observed the defendant had watery eyes and slurred speech, and could smell the odor of an alcoholic beverage at times.
