On May 22, 2025, at approximately 4:39 P.M., Metro Transit Officers were dispatched to a call involving three parties smoking on a train. Officers intercepted the train at Raymond LRT platform, Saint Paul, County of Ramsey. Officers boarded the train, found a female and a male-later identified as TARMAINE PHILON TAYLOR, [DOB REDACTED]- in the high area of the train, and told them they were detained. TAYLOR did not verbally identify self, became argumentative with officers and said he did not smoke.
TAYLOR was shown a photo of him smoking on the train. He did not smoke, and continued to be argumentative with officers. He would not follow commands to sit down. TAYLOR asked to see the photo again, and said it was not him. He pulled a vape from his pocket and said he was not vaping. TAYLOR continued to yell at officers and said he was on the metro transit trespass list. TAYLOR had a backpack with him and began to dig in it. He was ordered to place his hands behind his back to be handcuffed. TAYLOR resisted being handcuffed.
Another officer assisted, and TAYLOR was handcuffed. TAYLOR continued to resist as officers removed him from the train. TAYLOR used his body weight and appeared to drag Officer Jimenez and Officer Waterkamp. While being escorted to a squad car, TAYLOR threw himself to the ground. Two officers were injured during the incident with TAYLOR. Officer Jimenez had an injury to her left leg/knee. Officer Rose sustained an injury to his left hand. The officers were transported to Regions Hospital to be evaluated.
TAYLOR was also transported to the hospital for complaints of back and neck stiffness. Officer Johnson found a white bag with blue flowers on the platform where TAYLOR was taken into custody. Officer Johnson identified this bag as belonging to TAYLOR. The following items were found inside the bag. Item 3, pill identified through drugs.com as Oxycontin 80 mg Item 4, pill, identified through drugs.com as Oxycontin 89 mg Item 5, pill, unmarked multi-colored tablet appearing in the shape of a cartoon face or similar, field tested positive for methamphetamine Item 6, brown powder in cellophane tie-off, net weight.30 grams, field tested positive for fentanyl Item 7, white powder, net weight.05 grams, field tested positive for fentanyl A request to the Prescription Monitoring Program indicated no prescriptions for TAYLOR within the previous twelve months.
