The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 13, 2025, at about 9:30pm, Ramsey County Emergency 911 received a call from a man who said that his child’s mother had assaulted and strangled him. Officers met with the caller, RSB ([DOB REDACTED]). He said that his ex-girlfriend is the defendant, MIRANDA KAY DOBY ([DOB REDACTED]). He said that this evening, they had argued while at the home of the defendant’s sister, during which the defendant placed her hand over his mouth and nose while threatening him.
He said that afterward, they went to the defendant’s home on Van Buren Ave. In St. Paul, Ramsey County, where they argued again, and he gathered up his belongings to leave. He said that as he bent over to pick up items, she wrapped around his neck in a headlock, strangling him. RSB said that during the strangulation, which lasted for about a minute, the defendant threatened him, and he could not speak or scream for help. He said that he feels unsafe around the defendant and fears that she will someday kill him.
Officers observed and photographed marks and bruising on RSB’s neck, a scratch below his eye, and a blue tint to his lips. His voice was raspy. Officers went to the home on Van Buren and found the defendant walking outside. She was taken into custody. In a Mirandized interview, the defendant confirmed that she and RSB had argued at her sister’s home and that she and the defendant had moved to her home on Van Buren. She said that there she attempted to kick the defendant out, and he responded by grabbing her medication and other items.
She said that eventually he dropped the items and left. The defendant has been convicted of at least the following qualified domestic violence-related offenses: 1. Violation of Domestic Abuse No Contact Order – Misdemeanor Convicted June 22, 2023 Case No.
