On August 6, 2025, Detective Dillon Lang of the Wright County Sheriff's Office spoke with an adult female born in 2001, hereinafter Complainant, regarding a sexual assault that occurred at a residence in the City of Rockford, Wright County, Minnesota, approximately seven years earlier. Complainant disclosed the following: An incident occurred with her brother, Shawn Jule Palm [DOB REDACTED], hereinafter Defendant, when Complainant was seventeen; Defendant was drunk; Defendant pulled Complainant into his bedroom at the time; Other people were at the home but not in Defendant's bedroom; Defendant insisted on doing things with Complainant; Complainant physically fought back, to no avail; Defendant pulled Complainant's pants down and held Complainant down on the bed; Defendant told Complainant he wanted to have his dick sucked and wanted to get off, meaning to have sex; Defendant pulled his pants down and forced his penis into Complainant's vagina; Complainant disclosed this event to some other individuals, including some family members, and believed Defendant was aware that she disclosed to some family members.
On September 16, 2025, Detective Lang spoke with Defendant. Defendant denied any sexual assault of Complainant and said he was unaware that Complainant disclosed any type of incident. Defendant admitted he struggled with alcohol. After further investigation, Detective Lang spoke with Defendant on September 23, 2025. Defendant admitted he had been aware of Complainant's allegations against him, which were about "some stuff here and there with me and her." When Detective Lang asked if there was any truthfulness to Complainant's claims, Defendant replied, "yeah." Defendant did not wish to clarify or explain.
Given the facts alleged in the Complainant, Defendant's arrest is necessary to prevent imminent harm to anyone. Therefore, the State respectfully requests a warrant issue for Defendant's arrest.
