All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On November 5, 2025, at approximately 1:41 A.M., Deputy Phaneuf, of the St Louis County Sheriff's Office, was working a uniformed patrol shift when he observed, Michael Steven Twaddle [DOB REDACTED], hereinafter Defendant, at Circle K located at 1502 S. 12th Avenue, Virginia, St. Louis County, Minnesota. Deputy Phaneuf was aware Defendant had outstanding warrants for his arrest in St. Louis County.
Defendant was placed under arrest for his warrants. During a search incident to arrest, Deputy Phaneuf located a clear and pink container in Defendant's right pants pocket, which contained a white crystalline substance, consistent with methamphetamine and a clear glass pipe, commonly used to smoke narcotics, in the waistband of his pants. The substance later field tested positive for methamphetamine and weighed approximately 4.35 grams. Defendant is currently on probation in 69VI-CR-24-739 for 5th degree possession of a controlled substance and violation of an order for protection.
Defendant has pending charges for 2nd degree possession of a controlled substance and felony domestic assault in 69VI-CR-25-898. PLEASE TAKE NOTICE: Pursuant to Minn.
