At around 5:25 PM on March 13, 2026, Deputy Jerome was on patrol on Highway 96 near Hodgson Road, Shoreview, Ramsey County when he came upon an off-road dirt bike traveling on the right shoulder of Highway 96 at a high rate of speed. The dirt bike had two people on it, but it did not have a license plate. Deputy Jerome activated his squad’s emergency lights to stop the dirt bike near McMenemy Street on Highway 96, Vadnais Heights, Ramsey County. The bike’s driver, COLE ANTHONY MEADOWS [DOB REDACTED], looked back over his shoulder and moved toward the shoulder.
Meadows did not stop, and he accelerated driving recklessly through moderate traffic. Deputy Jerome terminated the pursuit out of safety concerns but continued following at a distance. Other deputies monitored Meadows and saw him driving north on Centerville Road. Meadows tried to pass another vehicle near the entrance to an apartment complex at [ADDRESS REDACTED]. Meadows collided with a 2021 Toyota Camry. Meadows and his passenger were thrown from the dirt bike. The impact caused the Toyota’s airbags to deploy.
The Toyota’s driver reported possible injuries including whiplash and hearing issues. Meadows and his passenger were both taken to the hospital to be treated for injuries. Meadows declined a custodial statement. Meadows has 8 prior felony convictions: 3 or fleeing police in a motor vehicle, 2 DANCO violations, financial transaction card fraud, and terroristic threats, and theft of a motor vehicle. Meadows committed this offense while charged with a felony DANCO violation in Washington County District Court file 82-CR-25-4322. Meadows committed this offense while charged with a felony DANCO violation and threats of violence in Washington County District Court file 82-CR-25-4283. Meadows committed this offense while charged with a felony domestic assault in Anoka County District Court file 02-CR-25-3644. Meadows committed this offense while charged with a felony receiving stolen property and burglary in the third degree in Anoka County District Court file 02-CR-25-2402. Meadows committed this offense while charged with possession of a firearm by an ineligible person, receiving stolen property, and fleeing police in a motor vehicle in Clay County District Court file 14-CR-25- 1359. Meadows committed this offense while charged with a felony domestic assault and domestic assault by strangulation in Anoka County District Court file 02-CR-25-1650.
