On February 18, 2026, at approximately 1:40 PM, Bloomington Police Officers were on patrol in the parking lot of the Super 8 Hotel, located at 7800 2nd Ave. South, in Hennepin County, Minnesota, when they were approached by a hotel manager. The manager informed Officers that he had found a plastic bindle which appeared to contain controlled substances on the lobby floor, immediately after checking in two guests. The manager also told Officers that a short time later, the two guests returned to the lobby and appeared to be arguing and looking for something that they had lost.
Officers field-tested the suspected narcotics, which tested positive for 1.81 grams of Fentanyl. Officers were able to obtain security footage from the hotel which showed the two guests entering the lobby. One of the guests, subsequently identified (via comparison of DVS, booking, and surveillance photos) as RAKIM HASSAN FATE, hereafter Defendant, displayed signs of impairment. Defendant dropped a small white object on the ground, which the hotel manager retrieved. This white object appeared to be the bindle of field-tested positive fentanyl that the manager gave to Officers.
Surveillance footage also confirmed the report of the manager, showing both guests return to the lobby appearing to be looking for something and showing the manager bring the white object to Officers in the parking lot. At present, Defendant is not in custody.
