Joseph James LaFrance ([DOB redacted])(hereinafter "Defendant") is a person required to register as a predatory offender in the State of Minnesota. On December 10, 2025, Moorhead Police Officer A. Hermes was completing her assigned quarterly predatory offender checks. Ofc. Hermes attempted to contact Defendant at his listed phone number XXX-XXX-0524. A female answered the phone and when Ofc. Hermes asked to speak with Defendant, the female stated there was no one by that name and she thought the previous holder of the number had that name.
Ofc. Hermes next went to the address of record for Defendant, 2918 14th Street South in the City of Moorhead, County of Clay, State of Minnesota. A male answered the door, the male did not resemble Defendant. The male confirmed he was not Defendant and stated he and his family had lived at the house since May 2025. Ofc. Hermes reviewed previous records information and learned Defendant was overdue for a verification packet and had not gotten his photo taken in almost two years. In June of 2024, contact with Defendant was attempted and a voicemail was left.
Defendant tried to return that call but was unable to communicate due to some possible phone issues. In October 2024, contact with Defendant was attempted at the address on 14th Street South. During that contact attempt, a female answered the door and stated Defendant no longer lived there. Ofc. Hermes checked calls for service in Fargo, ND and found two related to Defendant. The first call was in September 2025 and was a domestic related call. The call included a phone number for Defendant which matched the phone number ending in 0524, which Ofc.
Hermes was told in December 2025, no longer belonged to Defendant. The second call for service was from October 2025 and indicated Defendant was an employee at Boon Flooring and was able to stay at the shop there. That call listed a different phone number for Defendant, this one ending in 1075. Ofc. Hermes attempted to call that phone number on December 20, 2025 and did not receive an answer. As of the writing of this complaint, the Minnesota Predatory Offender Registry Search lists Defendant as non-compliant as of October 14, 2024.
