Probable Cause
On 04/06/2026, Officer Joseph Ramaley of the Blaine Police Department was on routine patrol in Anoka County when he observed a vehicle traveling down the roadway with windows that were tinted too dark. Officer Ramaley activated his emergency lights and initiated a traffic stop. Officer Ramaley approached the vehicle and identified the driver as Marvin Antonio White, [DOB REDACTED], hereinafter the Defendant. Defendant was slurring his speech, had bloodshot, watery eyes, and had an odor of alcohol emitting from his person.
Officer Ramaley checked the status of Defendant’s drivers license and confirmed it to be Cancelled-IPS. Officer Ramaley attempted to have Defendant complete field sobriety testing. However, Defendant threw his keys from the vehicle, grabbed an alcoholic drink, and began drinking it, claiming he didn’t drink alcohol until after he drove. Officer Ramaley took Defendant into custody where he read the Minnesota Implied Consent Advisory and offered Defendant a breath test. Defendant refused to comply with the breath test.
Defendant was previously convicted of Felony DWI on 03/05/2018 in Court File 27-CR-17-29672.
