On October 19, 2023, officers of the Blaine Police Department were dispatched to a reported theft in progress at the Wal‐Mart in Blaine, Anoka County. Officers made contact with loss prevention staff, who stated that the female suspect, later identified as Cuc Thi Vu, [DOB REDACTED], Defendant herein, was still in the store and was being monitored through surveillance by loss prevention staff. Loss prevention further reported that Defendant had been observed on several occasions concealing merchandise, mostly high value lotion products, in her jacket before leaving the store without paying.
Officers along with loss prevention staff made contact with the Defendant inside the store. While officers were speaking with Defendant, loss prevention staff located empty packages of lotion underneath the shelves where Defendant was standing. Defendant then began to pull out concealed merchandise from her pockets, including lotions and food. Loss prevention provided officers with reports and surveillance videos showing Defendant concealed merchandise on her person and left without paying on 11 prior occasions between September 18, 2023, and October 17, 2023. The total value of merchandise taken by Defendant during that time is $2,621.74.
