On January 8, 2026, at 9:52 P.M. Deputy Olufson was dispatched to a report of an unwanted person at [ADDRESS REDACTED], [APT REDACTED], in Monticello, Wright County, Minnesota. The identified reporting party said that her father, Rick David Fisher, [DOB REDACTED], defendant herein, was trying to get into her apartment. The reporting party said she did not want the defendant there. The reporting party said the defendant had taken Xanax, a controlled substance, and stated she was concerned for the defendant’s health.
The reporting party said the defendant showed up in a Chevrolet Silverado and gave the license plate. Deputy Olufson observed the vehicle running in the parking lot occupied by a male in the driver’s seat identified as the defendant. The defendant was bouncing his leg and unable to sit still while Deputy Olufson was speaking with him. The defendant was constantly opening and closing his mouth. Deputy Olufson observed the defendant’s pupils were very constricted, describing them as pinpoint in size.
Deputy Olufson’s heard that the defendant’s speech was slurred. Deputy Olufson suspected the defendant of being under the influence of a controlled substance. The defendant admitted to taking three Xanax pills, which he claimed was his recommended dose. The defendant agreed to perform field sobriety tests and demonstrated indicators of being impaired by a controlled substance when he performed them. Deputy Olufson arrested the defendant for being under the influence of a controlled substance while in physical control of a motor vehicle.
A search of the defendant incident to his arrest resulted in the recovery of a baggie from his person that contained a white crystal substance that field tested positive for methamphetamine with a weight of 2.06 grams. Deputy Olufson obtained a search warrant authorizing the taking of a blood or urine sample from the defendant. A blood sample was obtained from the defendant pursuant to the warrant and will be analyzed by the crime lab.
