On September 26, 2025, at approximately 3:25 P.M., members of the Central Minnesota Violent Offender Task Force were preparing to execute a search warrant and an apartment on Savanna Avenue in the City of St. Cloud, County of Stearns, State of Minnesota. While standing outside of the apartment door, a male known to officers and identified as Jimmy Ray Issac Ansiel, [DOB REDACTED], the defendant herein, approached them. Officers were aware that the person residing in the apartment was involved in the distribution and sales of methamphetamine.
Officers were also aware that the defendant was involved in the sales and use of methamphetamine. The defendant was holding a zipper style case under his arm. The defendant said he was there to see the resident of the apartment officers were preparing to search. The defendant admitted there was a pipe in the zipper case he was holding but denied there was methamphetamine inside. When asked, he agreed to open the case for officers. They immediately observed a ziploc baggie containing a white crystal like substance resembling methamphetamine.
The defendant was arrested and during a search, officers located a paper ledger with names and dollar amounts. The defendant admitted he arrived at this apartment to see if he could get more methamphetamine before going to treatment. The substance field tested positive for methamphetamine, weighing 1.24 grams with packaging. Methamphetamine is a Schedule II controlled substance. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 26th day of September, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
