On January 16, 2026, at 2:04 A.M., Saint Paul Officers were following a vehicle-2011 gray Chevrolet Impala, Wisconsin license plate- traveling east on Sherburne Avenue, Saint Paul, County of Ramsey. The vehicle rolled through the stop sign at Farrington Street. The conditions were icy, but the vehicle was traveling fast for the conditions. Officers drove beside the vehicle and noted the driver was not wearing a seatbelt across his chest. Officers conducted a traffic stop of the vehicle on the ramp to I-94 from Marion Street.
RYAN ALEXANDER SWANSON, [DOB REDACTED], was the driver. SWANSON was wearing a seatbelt as officers approached the vehicle. The passenger was identified as EMILLYA KAY FRASE, [DOB REDACTED]. There was a roll of tinfoil next to FRASE’s left leg. FRASE had blemishes on her face and soot covered fingertips. FRASE was asked how much Methamphetamine was in the vehicle. FRASE said there was under five grams. FRASE handed an officer a sandwich bag from under her left leg that contained a white crystalline substance.
SWANSON told officers he has never used Methamphetamine. He told officers there was a BB gun in the driver’s door. Officers found a Sig Sauer P320 BB gun with a CO2 canister in the magazine in the driver’s door pocket. SWANSON and FRASE were both detained. After a Miranda advisory, SWANSON spoke to an officer. He said he obtained the gun from a friend a week prior. He was going to sell it soon. SWANSON said he was not aware of the BB gun statute in Minnesota. SWANSON said he is the primary driver of the vehicle.
The vehicle belongs to his boss. After a Miranda advisory, FRASE spoke to an officer. FRASE said she uses Methamphetamine and Fentanyl daily for the last couple of years. She uses Fentanyl to go to bed and Methamphetamine to wake up. FRASE said the substance found near her seat in the plastic container was Fentanyl. She was visiting friends in Minnesota and was headed home to Greenwood, Wisconsin when they were stopped by officers. The vehicle was searched. A small bag with suspected Methamphetamine was found inside the vehicle.
A plastic container with a large rocky substance was found on the passenger floorboard. FRASE later admitted the substance was compressed Fentanyl. At the jail, SWANSON said he had small jars in his left boot that contained substances. SWANSON said the jars belonged to FRASE. SWANSON dumped out two glass containers. One container had two white Xanax bars and approximately seven pills of Alprazolam. The second container had a white chalky/rocky substance similar to compressed Fentanyl observed in the plastic container found under the passenger seat of the vehicle.
SWANSON had a crushed glass pipe in his other boot. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 1/16/2026 Presumptive tests were conducted on suspected drugs. Item #1, labeled 5.2 grams of suspected methamphetamine (handed to officers), result positive methamphetamine, net weight 3.26 grams. Item #2, labeled 3.0 grams of suspected methamphetamine located on passenger floorboard, result positive methamphetamine, net weight 2.03 grams. Item #3 was a glass jar containing two different kinds of pills.
