On February 28, 2005, Damon Scott Russell [DOB REDACTED] was sentenced in Olmsted County District Court, Court File No. 55-K4-03-3993, for the offense of Assault in the Second Degree. Russell was originally charged with Kidnapping, False Imprisonment, Assault in the Second Degree, Terroristic Threats and Interference with a 911 Call. On August 16, 1996, Russell was sentenced in Olmsted County District Court, Court File No. 55- K5-96-273, for the offense of Criminal Sexual Conduct in the Third Degree.
As a result of these convictions, Russell was required to register as a predatory offender in accordance with Minnesota Statute Section 243.166. His registration period is for lifetime due to repeat registrable offenses. On August 19, 2024, Russell completed a predatory offender duty to register form. Russell signed the form acknowledging his duty to register in accordance with the Minnesota Statute. Russell was notified that if he lacks a primary address he must report to law enforcement authority with jurisdiction in the area where he stays and he must continue to report at least once a week.
On February 11, 2025, Russell registered as homeless in Rochester, Olmsted County, Minnesota. Russell was advised numerous times his duty to report weekly for homeless check-ins. Detective Burdick of the Rochester Police Department conducted investigation and found Russell has not completed a homeless check-in since 05/16/2025. Russell’s registration status is currently non-compliant and his whereabouts are unknown. The State requests a warrant for his arrest.
