On November 12, 2025, Lino Lakes Police Investigator Bob Strub received a report from MAARC regarding S. K. S. K. Resides at [ADDRESS REDACTED]., Lino Lakes, Anoka County, Minnesota with his wife Barbara Brown Knapp [DOB REDACTED]. S. K. Is a vulnerable adult who has 24-hour care from several staff members. S. K. Suffers from Alzheimer’s, epilepsy, hypertension, hyperlipidemia, GERD, and depression. S. K. Also has severe cognitive impairment. Several staff members have reported that Knapp has slapped and choked S. K. Knapp has made verbal threats to S. K. Such as “I can hurt you”. L. J., one of S. K.’s caregivers, has worked with him since early October 2025. L. J. Stated that on or around October 17, 2025, he witnessed Knapp putting her hands around S. K.’s neck and choking him several times.
L. J. Stated that Knapp has threated to kick S. K. In the balls. L. J. Stated that S. K. Does not understand what Knapp is doing to him. Detective Strub listened to several voice recordings that L. J. Provided. One of the statements he heard Knapp saying to S. K. Was, “I am going to smack you upside the head”. S. K. Has several caregivers who have witnessed Knapps’s verbal and physical abuse towards S. K. C. M., another caregiver, who has worked with S. K. For a year stated that he has witnessed Knapp slap S. K. Several times.
C. M. Stated that Knapp is verbally abusive to S. K. When she drinks. C. M. Stated that Knapp says things to S. K., like she is going to smack him, slap him, send him to a group home, and make him a vegetable. The Lino Lakes City Prosecutor is requesting a warrant for Knapp’s arrest be issued and a Domestic Abuse No Contact Order be issued for the safety of S. K.
