On February 14, 2026, S. T. Reported that her two minor daughters, Child A, and Child B, were involved in a criminal sexual conduct incident. Specifically, S. T. Reported that her daughters were assaulted while they lived on the 9000th block of 7th Street NE, Blaine, Anoka County, by S. T.’s childhood friend, Andrew Lamont Atlas Junior [DOB REDACTED], Defendant herein. S. T. Indicated that her 13-year-old daughter, Child A, and 11-year-old daughter, Child B, both reported to their grandmother that Defendant touched them inappropriately when they lived with him from October 2024 through June 2025. Child A reported that Defendant touched her vagina and butt with his hands underneath her clothes on 6-7 different occasions in the middle of the night or after school.
Child B reported that Defendant touched her bare breasts under her shirt and digitally penetrated her vagina multiple times. During this time period, both Child A and Child B were under 14 years of age and were regularly alone with Defendant while S. T. Was at work. During a forensic interview, Child A disclosed that Defendant started touching her buttocks over her clothing in October of 2024, and it progressed to under the clothing touching at night while they were living at his house in Blaine.
Child A said the first time Defendant touched her was when she was sleeping on the “L” shaped couch in his living room. She woke up to Defendant touching her stomach and then moving down to her vagina. Defendant went inside her shorts and underwear and touched her bare skin with his bare hand. Defendant’s hand was flat, and he moved it in a circular motion. Child A tried to move away, and Defendant told her to stay still. Defendant kept trying to put his fingers inside her body, but she would move away and cross her legs.
Child A felt a sharp pain inside her vagina when Defendant put his fingers in her, but he “never went fully in.” Child A said Defendant touched her in this way on six (6) different occasions from October 2024 through December 2025. Each incident occurred at Defendant’s home in Blaine and there were no witnesses. Defendant would assure Child A “It was alright” and that the touching was “their secret.” During a forensic interview, Child B disclosed that Defendant would touch her while she was laying on the couch in Defendant’s upstairs living room in the same place described by Child A. Defendant would tell Child B he was just “rubbing her belly” but would be rubbing his bare hand on her bare vagina in a circular motion.
Defendant would stop when Child B moved away. One time, Defendant asked her if he was making her uncomfortable. Child B said this happened three (3) times in the same place and Defendant did it when no one else was present. Afterwards, Defendant referred to it as “our little secret.
