The Complainant having reviewed the applicable reports believes the following facts to be true: On November 19, 2025, Metro Transit officers responded to a man attempting to board a bus with a knife in his hand. The bus was stopped at 7th Street W and Walnut Street in Saint Paul, Ramsey County. When police arrived, they observed a man banging on the bus operator window panel. The man was later identified as Stephen Eric GEBHARDT [DOB REDACTED], the defendant herein. The defendant appeared to be heavily intoxicated and was holding a heavy duty utility knife in his hand.
When the officer attempted to grab the defendant's arm, he tensed up and actively resisted. The defendant and officer fell onto a bus seat. The defendant ended up on the floor, and continued to resist arrest. The officer held the defendant's arms against his chest while awaiting backup. When other officers arrived, the defendant was placed in handcuffs. He had to be lifted off of the bus and attempted to free his hands before being handcuffed. During a search incident to arrest, the defendant continued to be physically combative.
He attempted to pull his body away, flailed his legs, and kicked at officers multiple times. The defendant also wrapped his legs around officers. Officers had to use leg restraints and a spit hood to help control the defendant. During the incident the defendant grabbed and pulled at two officers' holstered pistols.
