On March 31, 2026, officers observed a suspected hand-to-hand narcotics transaction on the 100 block of Lake Street West, in the City of Minneapolis, County of Hennepin, State of Minnesota. Officers observed an individual hand cash to the suspect, who was wearing a cross-body bag. The suspect pulls out a bag containing a white substance and hands something to the first individual. The first individual then uses a straw and foil to smoke something. Officers observed a second individual approach the seller and hand him a bubble pipe.
The seller manipulates the pipe for a period of time, then hands it back to the second individual, who immediately begins smoking from the pipe. A third individual then approaches, and the suspect begins smoking something off foil. Officers approached and arrested the suspect, who was later identified as Samuel Frederic Leville [DOB REDACTED]. Officers located two bags containing a white crystalline substance, a $10 bill consistent with the cash exchanged during the first hand-to-hand transaction, Post-it notes, and a bag containing 9 blue pills.
The white crystalline substance weighed 17.32 grams and 2.21 grams, totaling 19.43 grams, and field- tested positive for methamphetamine. The blue pills weighed approximately 1.85 grams and field-tested positive for methamphetamine. The State respectfully requests that this complaint issue by warrant given the public safety risks posed by the sale of methamphetamine.
