On May 8, 2026, Fridley Police Officer Wegner spoke with a female, [DOB REDACTED], hereinafter victim, [NAME REDACTED] in Fridley, Anoka County, Minnesota, regarding domestic abuse. During the conversation, Officer Wegner learned the victim has been dating SHURAYIS JACK STEPHENS, 12/5/07, hereinafter defendant, since January 22, 2026. The victim said throughout the relationship the defendant was verbally and physically abusive to her. The victim stated she tried ending the relationship multiple times but would get talked back into staying in the relationship with the promise from the defendant he would change.
The victim said the verbal abuse began in February 2026, and the physical abuse began in March of 2026. The victim [NAME REDACTED] has recently began making threats to kill her and her family and once threatened to cut her head off. The victim [NAME REDACTED] has been losing sleep and having nightmares due to the threats. The victim [NAME REDACTED] incident that occurred on March 15, 2026, in Minneapolis where the defendant physically assaulted her, restrained her, took a handgun, cocked it and pointed it at her.
The victim [NAME REDACTED] on May 7, 2026, while at her residence in Fridley the defendant again verbally assaulted her, grabbed her phone which hurt her long nails and deleted all messages and contact information relating to a male named josh. The victim provided screen shots of threats made by the defendant which included, among several other threats, the defendant saying: “yo I’m gonna kill ur entire family u gmfu”; “ima kill ur fkn hoe ass since u think that shits okay’; “Nah u wanna keep saying that stupid s*** taim bout running a fade w some b**** ass Somalian niggas u gon run a fade W me and ima beat tf out u since u wanna be a friendly ass piece of s***”; “Who tf are u talking to mf im finna slaughter u niggas— now when I kill ur b**** ass yk why idk who tf u think ur ignoring – iima kill u and ur hoe ass friend since she wants to encourage u to be a whore—probably talking to a nigga I’m gonna cut ur f****** head off— cheating ass dirty b**** ong I’m finna f*** you up.” The victim [NAME REDACTED] is fearful of her safety because the defendant knows her track practice and meet schedule, along with her bus stop and that the defendant has shown up unannounced at her home in the past.
Fridley Police attempted contact with the defendant but were unsuccessful. A KOPS alert for probable cause pick up and hold was placed on the defendant. As of May 15, 2026, the probable cause pickup expired and the police have been unable to locate the defendant whose current whereabouts are unknown. Therefore, the State respectfully requests a warrant complaint issue to ensure the defendant’s appearance in Anoka County District Court so that conditions of release may be imposed.
