On December 14, 2025, around 7:09 P.M., officers responded to an unknown trouble call at the 3600 block of Freemont Avenue North in Minneapolis, Hennepin County, Minnesota. Call remarks relayed that a female was screaming for help and asking somebody to stop. The screaming could be heard from outside the residence. When officers arrived, an individual pointed north toward a residence. Through a partially open window, officers could hear a female yelling for help from inside [ADDRESS REDACTED]. Officers began knocking on the door to this residence.
J. S. (“Victim”), who was crying and naked, opened the door. Officers observed that Victim [NAME REDACTED]. Inside the residence, officers saw a male, later identified as Defendant JASPER ANTHONY WILLIAMS, born on [DOB REDACTED]. Officers photographed bruises on Victim’s arms and face. After Victim initially stated that nothing happened, she told officers that she had argued with Defendant because she would not get in the shower with him. Victim [NAME REDACTED] has her fiancé and disclosed that they had lived together for about six months.
Victim stated that Defendant struck her multiple times. She felt pain all over her head and felt fearful during the assault. To escape, Victim fled the residence naked and knocked a neighbor’s door. Officers learned that Victim had called 911 before they arrived and that she had reported that her boyfriend had assaulted her. Defendant has two prior convictions within the last ten years for qualified domestic violence-related offenses: • October 29, 2018, conviction for Violation of an Order for Protection in court file #••-CR-••-••••; and • October 22, 2018, conviction for Domestic Assault in court file #••-CR-••-••••. Defendant is in custody.
