Your complainant is employed by the Minnesota State Patrol. In that capacity, complainant has reviewed official reports and has learned substantially the following: On July 5, 2025, at approximately 2:11 am, Trooper Haddy observed a vehicle driving slowly below the posted speed limit and weaving back and forth within its lane in the area of I‐694 and Shingle Creek Parkway in the City of Brooklyn Center, County of Hennepin, State of Minnesota. Trooper Haddy stopped the vehicle and identified the driver as Floyd Wayne Craver, [DOB REDACTED], the defendant herein.
Trooper Haddy observed that the defendant had watery eyes, had dilated pupils, had a moderate odor of alcohol, and had a burnt glass pipe in plain view. The defendant agreed to perform field sobriety tests including the horizontal gaze nystagmus test, the one leg stand, and the walk and turn test. In the opinion of Trooper Haddy, the defendant performed poorly and showed clues of impairment on the field sobriety tests. The defendant provided a PBT sample which showed a BAC reading of 0.035. Trooper Haddy suspected that the defendant was under the influence of a controlled substance and obtained a search warrant for a blood or urine test from the Honorable Judge Mariam Mokri.
After being advised that refusal was a crime, the defendant consented to a blood test and a blood sample was collected by a registered nurse at approximately 3:34 am. The blood sample was submitted to the BCA for testing and revealed the presence of Schedule II controlled substances, including amphetamine and methamphetamine.
