On 04/12/2026 at about 1656 hours, St. Paul Police took a report of a stolen motor vehicle. The vehicle’s owner reported that sometime overnight someone stole his 2016 Hyundai Elantra (MN/LDD023) from [ADDRESS REDACTED] in St. Paul, Ramsey County. According to Edmunds.com the value of a 2016 Hyundai Elantra ranges from $2,427 to $9,376. On 4/13/26 at about 1200 hours, a Ramsey County Deputy found the stolen Hyundai in the parking lot of [ADDRESS REDACTED] in St. Paul, Ramsey County. The vehicle was occupied by a single black male who was later identified as Emitt Leon LONG [DOB REDACTED]. Deputies tried to block the vehicle in using a Vehicle Intervention Technique (VIT) so the driver could not flee.
But as Deputies activated their emergency lights and performed the VIT, LONG put the car in reverse, accelerated, and tried to flee. Although LONG caused damage to the stolen vehicle and to a squad, his attempt to flee was unsuccessful and Deputies took him into custody. When Deputies opened the vehicle’s driver’s door, they immediately saw a fully loaded.380 caliber Hi- Point handgun in the driver's door cubby area. LONG declined to be interviewed. Based upon LONG's felony conviction history he is ineligible to possess firearms and/or ammunition.
His adult conviction history includes: Possess Ammo/Any Firearm - Crime of Violence (27-CR-22-19479) Aggravated Robbery (27-CR-22-13062) Threats of Violence (25-CR-22-342) For purposes of Rule 6.02, in addition to his adult conviction history, LONG has a lengthy juvenile criminal history and an open felony case for 4th Degree Assault (82-CR-25-2462).
