The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 3, 2026, at about 11:45am, Ramsey County Emergency 911 received a call from a woman who said that her sister’s boyfriend was being aggressive with the sister at an apartment on Goodrich Ave., St. Paul, Ramsey County. She said that he had attempted to strangle the sister the prior day. St. Paul Police responded to the apartment and met with the sister, 24-year old DHT ([DOB REDACTED]). She said that her boyfriend is the defendant, 40-year old TIMOTHY JOSEPH DEWANE ([DOB REDACTED]). She said that the prior night, he had caused a scene at a restaurant in Minneapolis.
She said that when they returned to the apartment on Goodrich, he became verbally and physically aggressive with her in the car. She said that eventually he strangled her, with both hands around her neck. She said he released her, and she walked away, but he approached and strangled her a second time in the street. She said that he then told her to get into the apartment. She said that this morning, while he was cooking food, she saw an opportunity to leave. DHT said that during the first strangulation, which lasted about twenty seconds, she could not breathe and thought her “neck would snap.” Officers observed and photographed a dark line across DHT’s cheek and a red scratch on her neck.
As officers talked with DHT, the defendant approached. He was taken into custody. In a Mirandized interview, the defendant confirmed that there was an incident at the restaurant the prior night and that he and DHT then argued in the car outside of the apartment. He denied having assaulted DHS; he claimed that it was she who repeatedly struck him in the face. When asked about the marks on her face and neck, he said that they may have come from him defending himself or else from recent sexual intercourse between them.
DHT was wearing only one shoe. She said that the other shoe was locked inside of her car and that the defendant had taken the keys to both her car and her home. She said that as she waited for police, he threatened to access her car. She added that he had told her that, if he wished, he could kill her and dump her body and phone in the river. In a follow up interview, DHT reiterated many of her statements at the scene, including that the defendant strangled her twice, that she believed that he would snap her neck, and that he referenced throwing her body into the Mississippi.
She then began to cry and chose to end the interview. An investigator contacted the 911 caller (DHT’s sister). She said that that on the morning of June 3, DHT sent to her a series of texts providing her (DHT’s) location and adding “yesterday [] he was choking and hurting me… he kept choking and was threatening me… He had my phone and said no one would believe me.” The sister said that DHT also indicated that if something were to happen, DHT would want family members to know that she loves them. The defendant's criminal record includes 2011 convictions for Criminal Sexual Conduct in the Fourth Degree and Possess Pistol / Assault Weapon by Ineligible Person.
