A sworn officer with the Minnesota State Patrol duly states the following facts establish PROBABLE CAUSE: On or about March 24, 2025, at approximately 11:55 P.M., while on routine patrol near Highway 23 and Highway 15, within the City of St. Cloud, County of Stearns, State of Minnesota, Trooper Michael Peterson observed a vehicle, bearing Minnesota JWJ052, proceed into the intersection and cut the corner tight as it turned. It was observed to move into the left lane. Due to the vehicles maneuver, another vehicle in the left lane had to brake as it had started to proceed into the intersection.
Trooper Peterson initiated a traffic stop for the driving conduct and the vehicle continued on eventually it came to a stop in a parking lot. Trooper Peterson made contact with the lone driver and advised the reason for the stop. When asked for his driver's license, the driver hesitated, stated he did not have it on him and informed Trooper Peterson he did not have a license. The driver believed he was suspended. The driver was later identified as Dean Arnold Gangl, [DOB REDACTED], the defendant herein.
The defendant made the comment that if he ran him, he was going to go to jail and nodded yes when asked if he was Cancelled - Inimical to Public Safety. Trooper Peterson confirmed the driving status and the defendant was placed under arrest. The defendant's driving record states his status or privilege to drive in the State of Minnesota was Cancelled - Inimical to Public Safety on October 30, 2023 and had not been reinstated as of March 24, 2025. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute the complainant's basis for believing that the above-named defendant, on or about March 24, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the described offenses.
