The Complainant having reviewed the applicable reports believes the following facts to be true: On October 31, 2025, at approximately 3:15 AM, officers with the St. Paul Police Department responded to a residence on Raymond Avenue in the City of St. Paul, Ramsey County. Upon arrival, officers spoke with Victim 1, fully identified in police reports. Victim 1 informed officers that, at approximately 2:30 AM, her ex-boyfriend came to her residence to return a laptop she had left at his place. Victim 1 identified the ex- boyfriend as FATAH MOHAMED MALONE [DOB REDACTED], Defendant herein.
When Defendant arrived, Victim 1 went downstairs to meet him at his vehicle, believing the laptop was being returned. When she got to the vehicle, Defendant began an argument with Victim 1 and refused to return the computer to her. Based on this, Victim 1 left the vehicle and began walking back to her residence. Defendant followed Victim 1 toward the residence and continued the argument. Defendant then told Victim 1 he would return the laptop so Victim 1 followed Defendant back out to his vehicle.
When Victim 1 went to Defendant’s vehicle a second time, Defendant continued arguing further. The argument escalated when Defendant observed Victim 1’s current boyfriend was sending her text messages. Defendant took Victim 1’s cell phone from her. Victim 1 was able to get it back in a scuffle and attempted to call her father and exit the vehicle. As she did so, Defendant grabbed both of her hands to stop Victim 1 from making phone calls and to attempt to pull her back into the vehicle. Victim 1 was able to get away and returned to her residence.
Defendant then left in his vehicle without making any actual attempt to return the computer. It should be noted that officers also spoke with Victim 1’s father, who stated that he was the owner of the computer and that he provided it to Victim 1 to use for school and work purposes. Both Victim 1 and her father had made requests for the computer to be returned. The approximate value of the computer is $800.
