On February 15, 2026, police officers were dispatched to an assault that occurred at [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota. Security staff from that building reported that they had witnessed a male strangling a female on security camera footage. Officers arrived, spoke to security staff, and also viewed the surveillance video of the incident, which showed a male using both of his hands to choke a female. The security staff led police to the woman, identified herein as “Victim,” who reported that she and EDDIE JAMES DUNBAR JR. [DOB REDACTED] have been dating off and on for approximately five years.
That day, Victim [NAME REDACTED] in a disagreement about their relationship. Victim [NAME REDACTED] from DUNBAR and gave him the middle finger, at which point she could hear footsteps coming close to her. DUNBAR grabbed her and placed both hands around her neck. Victim [NAME REDACTED] could not breathe for approximately 10 seconds. She saw stars and felt like she was close to passing out. DUNBAR stopped choking her when someone nearby had yelled to let her go. Officers observed reddening on Victim’s neck, which was photographed.
DUNBAR was no longer on scene when officers spoke to Victim. Officers tried to make contact with DUNBAR at his residence but were not successful. DUNBAR has at least two prior qualified domestic violence related offenses in the past ten years. On March 7, 2024, DUNBAR was convicted of felony Threats of Violence in court file 10-CR-20-286. On the same date, DUNBAR was convicted of misdemeanor Assault in the Fifth Degree in court file 10-CR-20- 286. DUNBAR remains out of custody. Due to the serious nature of this offense, a warrant complaint is requested so that conditions of release can be established.
