On March 23, 2026, officers watching CCTV cameras observed a male later identified as RICHARD QUITERIO, [DOB REDACTED], DEFENDANT herein, smoking suspected tinfoil in the I-35W and 46th Street E North Tower upper lobby. Upon arrival, officers conducted a search incident to arrest due to the DEFENDANT being on the active MPTD trespass list. Officers recovered two plastic bindles containing a white powdery substance in DEFENDANT's right front pants pocket and a pink post it note wrapped in tinfoil that contained a white powdery substance in DEFENDANT's right front sweater pocket.

One of the bindles field tested positive for fentanyl and weighed.33 grams. The DEFENDANT is currently in custody.
