On August 18, 2025, at 1103, police responded to a shopping center on the 1000 block of Johnson Parkway, St. Paul, Ramsey County, on a report of criminal sexual conduct. The incident occurred at that location on August 17, 2025, between 1700 and 1800 hours. The assailant was identified as DOUA YANG, [DOB REDACTED]. Officers spoke with V1 and asked her what had happened. V1 said the day before, as she was leaving the bathroom, she saw YANG in the hallway. He wrapped his arms around her neck and chest and asked how she was doing and how old she was.
YANG said, “Wow, your chest is getting big” and put his hand under her shirt. V1 said YANG had a firm grip around her. V1 knew he was doing something wrong and ran away. V1’s mother, YT, told police that she went to the bathroom with V1 and did not realize V1 had left before her. YT ran into YANG in the hallway after exiting the bathroom. YANG asked if they were leaving and YT told him yes. YT said she knew YANG and showed officers a photograph of him that she got off the Facebook page of YANG’s wife.
V1 underwent a medical examination at Midwest Children’s Resource Center. During the exam, V1 demonstrated YANG grabbing her breast firmly and squeezing it. She also showed how YANG slipped his left hand under the collar of her shirt, giving him skin to skin contact with her upper breast/clavicle area. V1 said she ran away from YANG after the incident. Facility security video shows V1 as she walked away from the shopping center’s restroom area. She saw YANG and waived. As V1 walked past YANG, he said, “Hi,” and wrapped his arms around V1’s neck/upper body.
He kept his arms wrapped around V1 and said words to the effect of, “Come.” V1 said, “No” then “Go where?” YANG responded, “Bathroom.” V1 again said, “No” and YANG grabbed her with both hands. YANG asked V1 how old she was and V1 responded, “twelve.” He then said something about how she was “big now” and said, “let me see.” Video shows YANG using his right hand to grope V1’s left breast, directly over the nipple line. He then used both hands to grope the left and right sides of her breasts. V1 was ultimately able to get away from YANG. Shortly after, YT appeared in the video, walked around the corner, briefly spoke with YANG then left in the same direction V1 went.
YANG spoke with police. He denied touching V1 for a sexual purpose.
