On or about July 31, 2025, the Minnesota Human Trafficking Task Force conducted an undercover juvenile demand suppression operation in the City of St. Paul, Ramsey County, State of Minnesota. Law enforcement created an advertisement for commercial sex for one female and posted it on numerous websites commonly used for the purchase of commercial sex. During the operation, a male identified as Allen Omare Machora Ikobe ([DOB redacted]) Defendant herein, contacted the number on the ad and asked “Umm u just doing Incall or u also do Cardate?” The Defendant was told “Incall”, meaning the Defendant would have to go to a location to meet the person to pay for sexual services.
The Defendant said he was interested and was then asked if he was affiliated with law enforcement. The Defendant responded “[h]ell no” to which the decoy responded “Ok, good bc im still 16 and need to be extra careful”. The Defendant responded “[o]h okay”. The Defendant was given the prices for services and asked for $175 for “Hhr”, meaning a half hour of sexual services. The Defendant asked the decoy if “U do kissing or gfe” which he described as “it mean girlfriend experience”. The Defendant was told that he would still need to use a condom during sex and he responded “that fine no problem”. The Defendant asked for the address and was provided the pre-determined location, location in the City of St. Paul, Rasmey Count, State of Minnesota.
At approximately 6:05 P.M., the Defendant arrived at the location and was taken into custody. During a search of his person, law enforcement located $240 in cash and a cell phone. Law enforcement sent a verification code to the phone number of the person they were communicating with who was asking to purchase sex acts for money. Law enforcement observed the verification code on the Defendant’s phone. In a post-Miranda statement, the Defendant said he went on “Listcrawlers” to purchase sex and started having a conversation with the law enforcement decoy.
The Defendant said the person said she was 16 years old, and he believed the age was “fishy”. The Defendant admitted to agreeing to wear a condom and to pay $175 for a half hour or $250 for an hour.
