The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 7, 2025, at about 6:45pm, Ramsey County Emergency 911 received a call from a woman who said she was currently on the line with her daughter, who was being “choked” by the daughter’s boyfriend in an apartment on Bedford St. In St. Paul, Ramsey County. The caller said that the line with her daughter had disconnected while the daughter was screaming. St. Paul Police responded to the apartment on Bedford.
There they encountered SCG ([DOB REDACTED]). She said that her boyfriend is the defendant, FREDERICK NELSON BRYANT ([DOB REDACTED]). She said that on this evening, they had been arguing there, during which the defendant assaulted her. She said that he pushed her back onto the couch and then strangled her with one hand. She said that he also struck her repeatedly in the head (resulting in a small red mark to her forehead). She said that eventually she broke free and called her mother to call 911. SCG said that during the strangulation, she became lightheaded and was unable to breathe, speak, or scream.
She said that since the assault, she was having difficulty swallowing. Officers reached the defendant by phone. He confirmed that he and SCG had argued in the apartment. But he denied that anything physical had occurred. He claimed that SCG has previously made false reports against him. (Officers could find no prior reports of domestic assault for the Bedford address.) An investigator contacted the 911 caller (SCG’s mother). She confirmed that she was on the line during the incident, with SCG telling her that the defendant was “choking me, he’s choking me.” She said that the defendant also threw SCG around.
She said that later she noticed red marks on SCG’s neck. She said that the defendant had strangled SCG previously as well, causing the latter to throw up “black stuff.” The defendant's criminal record includes a 2012 conviction for Domestic Assault – Gross Misdemeanor.
