On April 10, 2026, approximately around 3:21 P.M., Bloomington Police Department Officers were conducting routine patrol in the parking lot of Suburban Studios located at [address omitted] South in Bloomington, Hennepin County. Based on their training and experience, officers knew this location to be a high crime area. Officers observed an individual get into a silver Hyundai Sonata bearing MN license plates SVY439. Officers observed as the vehicle exited the parking lot and proceeded eastbound on American boulevard West.
Officers observed the vehicle fail to activate its turn signal as the vehicle moved to the left turn lane for westbound 494 from Lyndale Avenue South. Officers then initiated a traffic stop and approached the driver's side door of the vehicle. Inside, officers saw the sole-occupant of the vehicle seated in the driver's seat. Officers made contact with the sole- occupant. The sole-occupant informed officers he was visiting a friend who was staying at Suburban Studios. While speaking to the sole occupant, officers observed a cut straw above the steering wheel.
Based on their training and experience, officers know a cut straw is used in narcotics related activity. The sole-occupant then opened the glove-box compartment of the vehicle. As the sole-occupant was opening the glove box, officers observed a large white puff of powder blow out of the glove box and cover the passenger side seat. The sole-occupant stated the powder was baking soda. Officers requested the sole-occupant exit the vehicle. Officers later identified the sole-occupant as JAMES EDWARD MARSAW ([DOB redacted]) "Defendant" herein.
Routine records checks revealed the Defendant's driving privileges were revoked. Further checks revealed the Defendant had active felony warrants out of Anoka and Hennepin County. The warrants were confirmed. Officers conducted a search of the Defendant. Inside of Defendant's coin pocket, officers located a small clear plastic baggie containing a crystalized substance, which later field tested positive for 0.57 grams of methamphetamine. Inside of Defendant's front right pocket, officers located a dollar bill containing a white crystalized substance, which later field tested positive for 0.05 grams of methamphetamine.
Officers also located cash on Defendant's person. Defendant was placed under arrest and transported to the Hennepin County Jail. At present, Defendant is in custody on another matter. Therefore, the State asks this Complaint to be issued by warrant.
