On April 25, 2026, at 0045 hours, Mounds View police officers responded to [ADDRESS REDACTED], Mounds View, Ramsey County, on a report of a domestic. Officers arrived and heard yelling from inside the house. Through the window they could see a large male, later identified as Robert Raymond Chavez, [DOB REDACTED], standing inches away from the complainant, VT, [DOB REDACTED]. He was screaming at her. He had his right arm raised in the air. Officers knocked and Chavez answered the door. He was intoxicated.
VT told officers that she dates Chavez, and they have a sexual relationship. She said that were drinking tonight, and he became upset for no known reason. She said that he is frightening when he drinks. He choked her multiple times. She was able to breathe but he applied extreme pressure. His eyes were “black.” He threatened to kill her. She fought back and scratched him. He also struck her in the head with a fist. Officers observed scratch marks on Chavez’s arms and chest. He said he had no idea why officers arrested him.
He said his injuries were from sex with VT. He denied doing anything violent and said that he had nothing else to say.
