On March 16, 2026, at approximately 12:53 P.M., police responded to the intersection of Warner Road and Fish Hatchery Road in St. Paul, Ramsey County, Minnesota. Dispatch advised that a male was assaulting a female with a stick near the homeless encampment. Dispatch also advised that the suspect was being detained by witnesses. Upon arrival, police observed the suspect, later identified as RANDY LEE ALLEN – [DOB REDACTED], with two males who were trying to detain ALLEN. ALLEN was being held down by one of the males, and ALLEN was bleeding from his nose.
The witnesses told police that ALLEN assaulted a female at the camp. ALLEN was detained in the back of a squad car. Police spoke with MAC, who had a large laceration wound to the right side of her head. MAC told police that she had been staying at the homeless encampment with her boyfriend, ALLEN, for two months. That morning, MAC said ALLEN got upset with her for “not producing,” meaning that he wanted her to bring home more food, drugs, or cigarettes. MAC reported that ALLEN screamed, “I’m going to fucking kill you!” several times and began slapping her on her face and back of her head.
MAC said ALLEN threw her backpack from the tent. When MAC went outside barefoot to retrieve it, MAC said ALLEN repeatedly pushed her to the ground while threatening to kill her. MAC reported that when she got up the second time after being pushed down and turned away from ALLEN to leave the encampment, ALLEN struck her in the side of the head with a tree branch. MAC said that when she touched her head, she realized that she was bleeding a lot. MAC stated that another male witnessed the assault and intervened, and a female applied gauze to her head.
MAC also showed police a bruise on her right arm that she said was caused by ALLEN punching her the previous night. Following a Miranda advisory, ALLEN declined to speak with police. ALLEN has the following qualified domestic violence related offense convictions within the past ten years: Third Degree Assault in Ramsey County District Court File No. 62-CR-23-6590 on January 22, 2024. Misdemeanor Domestic Assault in Ramsey County District Court File No. 62-CR-23-3537 on August 20, 2024. The following information is offered for purposes of Rule 6.02. ALLEN has a pending charge of felony Violation of Harassment Restraining Order in Ramsey County District Court File No. 62-CR-25-8113, which involves a different victim.
The case was referred to Mental Health Court from the Omnibus Hearing on December 17, 2025. The Ramsey County Attorney’s Office declined the case for treatment court given concerns about public safety and a lack of amenability to probation. Despite the denial, ALLEN was conditionally released to treatment over the State’s objection at the Mental Health Court hearing on December 22, 2025. The case is currently scheduled for Jury Trial on May 26, 2026.
