On October 13, 2025, around 1802 hours, police officers and rescue personnel responded to the report of a personal injury accident behind a residence in the 900 block of Lowry Avenue NE in Minneapolis, Hennepin County, Minnesota. Upon arrival, officers found a 3-year-old Victim [NAME REDACTED]. Officers spoke to the Victim’s brother who said he and his sister were in the backyard playing – he was riding his bike, and the Victim [NAME REDACTED] in the dirt near the driveway. The Victim’s brother heard a vehicle pull into the driveway and then heard his sister start to cry.
He looked over and saw the Victim under the front of the vehicle. The driver of the vehicle, later identified as DOLLARA MUKTAR MOHAMED [DOB REDACTED], Defendant herein, and two other individuals briefly got out of the vehicle to see what happened. The Defendant then got back into the car and fled the scene. The 3-year-old Victim was transported via ambulance to the Hennepin County Medical Center where she remained in the pediatric intensive care unit. Records indicate she sustained severe abrasions to the side of her face, a skull fracture, brain bleed, and a traumatic brain injury.
Investigators began gathering surveillance footage from the area. Cameras at a nearby business captured a brown Kia Sorrento MN/KYE815 turn into the alley and drive toward the Victim’s garage at 1750 hours. At 1752 hours, the same Kia leaves the alley. A neighbor’s garage camera captured the same brown Kia drive toward the Victim’s garage at 1750 hours. Immediately after passing the camera and travelling out of view, screaming and crying is heard on video. At 1752 hours, the same brown Kia backs up past the camera and leaves the alley.
Investigators also located Milestone footage at Monroe Street NE/Lowry Avenue NE facing a convenience store showing the same brown Kia leave the Victim’s alley at 1752 hours and turn into the convenience store parking lot. Three young females appearing to be of Somali descent exit the vehicle. At 1802 hours, the driver of the brown Kia stands and watches the ambulance pass by as it heads to the scene. At 1803 hours, the driver leaves in the brown Kia, and the two passengers remain at the store. In the days following the crash, an investigator went to the address of the brown Kia’s registered owner.
The investigator located the brown Kia parked at the apartment and noted damage to the vehicle’s front valance on the driver’s side. As the vehicle was being impounded as evidence, the registered owner came outside with other family members and spoke to the investigator. Various family members reported that one of their family members, Defendant, was driving the vehicle on October 13, 2025. The registered owner also informed the investigator that the brown Kia was insured by Nationwide Insurance.
