On November 15, 2025, at approximately 2:09 A.M., officers were dispatched to [ADDRESS REDACTED] E, Apt A217 in the city of Minnetonka, county of Hennepin, Minnesota on a report of a domestic. The reporting party S. G. Informed dispatch that she and her boyfriend got into a physical altercation. Upon arrival, officers located S. G. In the parking lot near her vehicle. She stated that she and her boyfriend Melvin Champ Tarquio, [DOB REDACTED], the defendant herein, had been drinking in their vehicle in a nearby parking lot and began arguing.
S. G. Further stated the argument became physical and she asked the defendant to bring her home and they returned to the apartment complex where the continued to argue and got physical again. S. G. Stated the defendant did not want her to exit the vehicle so he wrapped one of his arms around her back and the other arm in front of her and he also slapped her across the face. S. G. Reported the defendant also grabbed onto her arm so that she couldn’t leave. She stated she was scared of the defendant hurting her further.
S. G. Was asked if she had injuries and she stated her right arm at the elbow was bruised and hurt to move. The defendant then drove off in a white Kia Optima bearing Minnesota license plate [PLATE REDACTED]. Officers were unable to make contact with the defendant. Officers observed visible injuries on S. G. Consistent with the assault. S. G. Contacted police the next day stating it was to recant but was unavailable to give follow up statements or answer phone calls regarding the specifics. Defendant's conduct on the date of the offense alarmed S. G.
