On or about June 26, 2025, Minneapolis police officers responded to an apartment building located at [ADDRESS REDACTED], Minneapolis, Hennepin County, Minnesota, for a report of a domestic assault strangulation. When police arrived, they made contact with a female, “Witness 1” herein. Witness 1 said she saw a female, “Victim” herein, being punched in the face by a male, later identified as Monta Horton Horton- Fullilove [DOB REDACTED], “Defendant” herein. While speaking to Witness 1, police made contact with the victim, who was exiting the lobby area with a small baby.
The victim had a visibly swollen closed right eye. Victim [NAME REDACTED] is her ex and father of her baby. She said that tonight she asked defendant to help her move something in her apartment. They then got into an argument, and she asked him to leave. While she was holding her baby, [name withheld — minor] grabbed her by the neck with two hands. Her friend was in the apartment and grabbed the baby to keep it safe. While defendant strangled her, she thought she was going to pass out. The victim said she saw black spots and urinated herself.
After Defendant left her apartment, she followed him, as she was worried about him damaging her vehicle. They continued to argue, and he punched the victim in her face with a closed fist. Defendant has the following prior convictions: MSD Order for Protection Violation (••-CR-••-••••), convicted 5/13/2025, Defendant also has the following pending charge: GMD Domestic Assault Harm & Fear (••-CR-••-••••), offense date: 07/25/2025. Defendant is not in custody.
