On 10/29/25, at approximately 23:49, Trooper G. C. With the Minnesota State Patrol was dispatched to a single vehicle accident involving a red 2008 Chevrolet Impala (MN License No. RVZ264) on northbound I- 35W near Johnson St. In Minneapolis, Hennepin County, MN. While in route, Trooper G. C. Received a report that the driver was seen via traffic camera walking away from the crash and heading towards city streets. Trooper G. C. With the Minnesota State Patrol was dispatched to assist in locating the suspect.
Trooper G. C. Located the individual based on clothing that matched the dispatch report, later identified as DEVON LEE MABONNE-DRENNEN [DOB REDACTED], Defendant herein. Trooper G. C. Observed freshly dried blood on Defendant's face and before asking any questions, Defendant told Trooper G. C. "I crashed." Trooper G. C. Brought Defendant back to the scene of the crash. While speaking with Defendant, Trooper G. C. Observed an overwhelming odor of alcohol, bloodshot/watery eyes, slurred speech. Defendant indicated he was okay and did not need medical attention.
Trooper G. C. Administered standardized field sobriety tests on Defendant. Defendant performed poorly on the tests and Trooper G. C. Observed several clues of impairment. Trooper G. C. Obtained a search warrant for Defendant's blood/urine. Defendant became argumentative and uncooperative. Defendant refused to answer the question of whether he would provide a blood or urine sample, and ultimately, Trooper G. C. Deemed Defendant to have refused via conduct.
