Your complainant is South Lake Minnetonka Police Detective Richard MacElroy. In that capacity, your complainant has read the police reports of South Lake Minnetonka Police Officer Andrew Scharf and believes the following to be true: On October 27, 2025, at approximately 9:42 P.M., Officer Scharf observed a vehicle traveling in front of Officer Scharf’s squad car in the area of Oak Street and Highway 7 in the City of Excelsior, County of Hennepin, State of Minnesota. Officer Scharf observed that there were white colored tab stickers affixed to the license plate.
The white colored tabs were for 2024. Officer Scharf conducted a computerized registration check on the vehicle displaying Minnesota registration HDN387 and learned that the vehicle was not registered. Officer Scharf activated his squad car’s emergency lights and stopped the vehicle. Officer Scharf identified the driver by his Minnesota driver’s license as Maxwell Austin Steine, [DOB REDACTED], hereinafter Defendant. Defendant stated that the vehicle belonged to his brother. Computerized checks on Defendant revealed that his driving privileges had been cancelled as inimical to public safety on October 17, 2024, and as of October 27, 2025, said driving privileges had not been reinstated.
Defendant stated that he knew his driving privileges were not valid.
