On September 15, 2025, Detective Bautch of the Wright County Sheriff's Office was assigned to investigate a child sexual abuse material case after receiving information on a cybertip from Kik, a messaging, streaming, and chatting application. The cybertip indicated that on March 15 and March 23, 2025, child [NAME REDACTED], hereinafter CSAM, was uploaded by an account with the username chubbyloverboy. The account was accessed from an Internet Protocol (IP) address through Charter communications and linked to Jesse Voeller, fully identified as Jesse James Voeller [DOB REDACTED], hereinafter Defendant, at an address in the City of Rockford, Wright County, Minnesota.
Defendant's residence was searched on October 7, 2025, pursuant to a search warrant. Defendant was at the residence at the time of the search. Defendant's phone was recovered and later searched pursuant to a search warrant. Images within the cache storage area of Defendant's phone included a previously identified child and one previously recognized as CSAM at the National Center for Missing and Exploited Children, hereinafter NCMEC, as follows: Counts I and II This file is an image of a female child with brown hair wearing a red Spiderman hooded shirt.
She has no underwear or pants on and is laying on her stomach on what appears to be a bed with multicolored bed sheets. The female child has both of her arms extended out on the bed above her head. There are two orange pillows on the bed above the female child's head where her arms extend too. The female child [NAME REDACTED] in the sheets and legs spread apart presenting her vagina to a male who is naked with his penis inserted into the female child's vagina. The Kik data information for Defendant's account showed that Defendant sent a video containing this image to another Kik user via a Kik group chat on March 15, 2025 at 8:57 P.M. The data also listed Defendant's IP address.
Counts III and IV Last write time: 03/25/2025 at 10:55:15 pm This file is an image of a young prepubescent female approximately nine years of age with brown hair completely naked and laying on her back. It appears she has no breast development. The female has her legs spread apart and positioned over top of the legs of a male. A male who appears to be an adult has an erect penis but can only be seen from the waist down. The male's erect penis is inserted in the female's vagina. The image quality is poor.
Review of the Kik data information for Defendant's account showed that a video containing this image was sent to another Kik user via a Kik group chat on March 23, 2025, at 2:38 P.M. The data also listed Defendant's IP address. This file was located in three different locations on the device, which indicates the user of the device interacted with this file multiple times.
